ORA-12060: During Mview Creation

Well I had racked my brains a lot to create an mview on a large table across geographies, and it failed a few times.
Plus to increase my problem the character set was also different between the two DBs.:

Master Site:
SQL> select * from nls_database_parameters@link1 where PARAMETER='NLS_CHARACTERSET';
PARAMETER VALUE
------------------------------ ------------------------------
NLS_CHARACTERSET WE8MSWIN1252

Mview Site:
SQL> select * from nls_database_parameters where PARAMETER='NLS_CHARACTERSET';
PARAMETER VALUE
------------------------------ ------------------------------
NLS_CHARACTERSET AL32UTF8


I started by creating the mview directly:

create materialized view user.test1
ORGANIZATION HEAP PCTFREE 10 PCTUSED 40 INITRANS 1 MAXTRANS 255 NOCOMPRESS LOGGING

Configuring and starting ons daemon in non RAC DB

Mostly used in case of Data Guard.

1.) Change directory to $ORACLE_HOME/opmn/conf


[oracle@TEST conf]$ pwd
/opt/app/oracle/10.2/opmn/conf
[oracle@TEST conf]$ ls -lrt
total 12
-rw-r--r-- 1 oracle oinstall 71 Feb 21 2006 ons.config.tmp
-rw------- 1 oracle oinstall 44 Oct 8 2008 ons.config.backup.10203
-rw------- 1 oracle oinstall 44 Oct 8 2008 ons.config

2.) Update the ons configuration file. (ons.config)

[oracle@TEST conf]$ more ons.config

1.) Set Local_Listener (Primary):

For the database to register with the data guard listener we need to get the local_listener parameter.
SQL> show parameter local_listener
NAME TYPE VALUE

Configuring Data Guard Broker:
NOTE: You should have your physical standby already setup.
How to Setup Data Guard

1.) Check parameter DG_BROKER_START on primary:
SQL> show parameter DG_BROKER_START

NAME TYPE VALUE
------------------------------------ ----------- ------------------------------
dg_broker_start boolean FALSE

2.) Set DG_BROKER_START to true on primary:
SQL> alter system set DG_BROKER_START=true scope=both;

System altered.

3.)Check DG_BROKER_START on standby side:
SQL> show parameter DG_BROKER_START

NAME TYPE VALUE
------------------------------------ ----------- ------------------------------
dg_broker_start boolean FALSE

4.) Set DG_BROKER_START to true on standby:
SQL> alter system set DG_BROKER_START=true scope=both;

Steps:
1.) Make sure archive log mode is enabled on your database:
SQL> archive log list
Database log mode Archive Mode
Automatic archival Enabled
Archive destination /opt/app/oracle/oradata/orcl/archive
Oldest online log sequence 108
Next log sequence to archive 109
Current log sequence 109

SQL> select name, log_mode from v$database;

NAME LOG_MODE
--------- ------------
ORCL ARCHIVELOG

If archive log mode is not enabled. Please enable it using the following link.

2.) Enable force logging on the database, so that there is no problems with no logging operations in the future.
